Make the "Add note" ("+") button always visible when viewing a case - move it to the tool bar

Dear ReplyCo Team,
We noticed we lose a minute or two daily by scrolling threads of multi-message cases we are viewing up to the very top until the "Add note" ("+") button on the top-right vertical toolbar shows up, so that we can add a note regarding the currently viewed thread for our colleagues to see. If that button was on the top-right HORIZONTAL toolbar that is always visible, we would be able to add an in-line case thread note even from the very bottom (most recent or oldest) message of the case thread we're working on.
